Grass Fire at the Range today

We had a grass fire at our gun club and have to make a full report to the landowner. I was hoping to get some info about what could cause it. A 12" Steel Plate was being shot at 200 yards with an AR15 when the fire started. We shoot them every day, they are permanent at 200 and 300 yards. We don't know yet what ammo was used, but will meet with the shooter soon. My question is can FMJ or similar ammo cause this. My fear is tracers were used. We had 2 fires years ago by tracers and they have not been allowed since. Thanks for any input.
 
SS-109 Green tip (steel core) can start fires when shot against steel plates.

We don't allow it at my shooting range.
 
Remington I believe makes a .223 bullet with a metal (steel) core with copper jacket. We have gongs at our range to & when you see sparks flying that's what they're using. We don't allow either it's usually a new member.
 
Thanks to those who replied. Met with the 2 shooters after he got out of the Hospital from smoke inhalation. He was a guest and the other a member. The guest is a young military gentleman and works at one of the indoor ranges here. He picked up some ammo there, yep green tip. Amazing how many don't read the rules. Green Tip is specifically not allowed. Hopefully we will get this corrected so it never happens again.
