I got my 17 fireball back from the gunsmith last weekend. I had him bed the action and it has seemed to cure my problems.
I spent probably 200 rounds trying to figure out a good load. I tried different powder and about every seating depth possible. One day I would get great groups, in the .3's and and.4's and sometimes even in the .1's. the next time I would go out I wouldn't be able to get a group smaller than an inch, on occasion maybe one out of five would be close to half an inch.
I have been out two different times now and my groups are consistently in the .2's and .3's. It sure feels good to have this rifle shooting good!
Also I want to say that this is the first rifle I have had bedded. I have always read that bedding almost always helps. I wish I would have done it sooner.
