Gluing in a Saguaro

I bought a new Marsh Saguaro and I decided to give short range benchrest an honest try. I had a Kelbly TMBR that was inletted for a Rem SA that I decided I would use. After doing the required milling to fit the Saguaro I realized that I should probably put some of the stiffness back in that I had milled away. I rigged up a latex bladder used for composite molding to put pressure against a few layers of carbon Kevlar matrix and plain carbon to strongly bond to the outer shell and absorb extra epoxy. Now I have used bondo to fill the pores in the stock and to relocate my ports. Once I have removed my escutcheon and filled it in I will be ready for paint. After all that, what's the procedure for gluing in one of these? I am aware of roughing up the action bottom and using JB weld but is there any minimum thickness required for this adhesive? I have used Devcon Plastic Steel before on a few barrel blocks and I think they suggest .050" min IIRC. Also do you only glue toward the tenon end or the whole thing and how do you avoid getting any glue interference on the trigger hanger? Do you use dummy Allen screw plugs with clay to keep the screw holes from filling up or is that preferable? Sorry for the long pretext but I thought it might be easier to answer questions about my setup beforehand.
