How much freebore is too much for a .308 Winchester? One 700 has a BTO .4040 at the lands the other has .4100. I cant get even close to .020 off the lands with Berger 185 Jugs Do I ignore it or replace the barrels? Twist raes are 1 in 12 and 1 in 10 respectively.

Mass produced Factory rifles have to be manufactured to accept any factory produced round available to the public and be fired within the SAAMI pressure limits.
The only viable solution is to replace the barrel with one with a Freebore that allows you to arrive at a more desirable seating depth.

Try shooting as is. Some Factory barrels shoot quite well with a abundance of bullet jump.

Are you using a comparator to get those measurements? If so, those numbers don't mean much as one needs to keep in mind that there can be huge differences difference from one brand of comparator to another.

However, if you really need/want to get close to the lands, it does sound like you've got a pretty long freebore, which will only get longer as the throat erodes. As mentioned above, you can always load the jugs shorter and they can still shoot very well and you still can have that additional case capacity for increased powder charge that you would have anyway with a little shorter freebore.

Maybe get the barrel wound back and the chamber cut with the 2013 US FTR Team reamer. which has 170 thou freebore. Ideal for 185 and 200+g bullets.
