Unless I'm badly mistaken, you don't need to pay a Hazmat fee on primed cases. Powder, yes; primers, yes, primed cases, bullets & loaded ammo, no. For live ammo, all you will need to do is to mark the package "ORM-D small arms ammunition;" for primed cases you may not even have to do that, I'm not sure. (Technically, the ORM-D label is obsolete, but I don't remember what the new one is called. FWIW, I recently received a case of Lapua Center-X from Champion Shooters that had the old label on it.)

You can't ship via USPS, you'll have to go UPS or FedEx, in both cases you may have to go to a hub, I'm not sure.

Note that the requirement to identify the contents as small arms ammunition has been eliminated--a big improvement, IMO. You still can't ship primed brass or loaded ammo via USPS. Oh, and it's my understanding that you can't use the Hazmat label with UPS unless you're registered with them as a hazardous material shipper.

Your safest bet is to treat primed brass as loaded ammo for shipping purposes. No reason not to, really, since there's no extra cost involved.

The reason they changed the labels is so the non readers who steal can ID the package quicker.
