F Class trigger

The NRA rules under rifle state the trigger must be safe. On an F class bolt gun does this mean the trigger must have a safety, or would just opening the bolt be considered safe?

F2.7. A trigger will be deemed “safe” if the sear engages on each occasion when the bolt is slowly
and gently closed three times in succession with the barrel pointing upwards. Any failure
will lead to the trigger being deemed “unsafe” and the rifle may not be used pending
rectification.
 
Shot with a buddy of mine in the Ontario 300 metre Sierra ISU match last July, 60 shots, unlimited sighters. He was shooting F(O) with a 6BR; I was F/TR with a .223.

About halfway through the match, my buddy`s rifle would fire when he closed the bolt. Luckily he was on a sighter target with his rifle pointing safely down range. The Army RSO gave him a few tries to correct the situation. Believe he was using a Jewell trigger with a bottom safety. He engaged the safety before closing the bolt and fired the rifle by releasing the safety. The RSO accepted the fix and he won F(O) with a 598. He says the two 9s were a result of the awkward safety release.

He was going to use the 6BR as his short range rifle at the Ontario Provincials a month later but didn`t use it because of the trigger.

This was a local Ontario match on an Army base. Don`t know how an International ICFRA civilian RSO would have reacted to the situation.

In my experience Army RSOs tend to let a shooter work his way out of a problem as long as it is done safely.
 
Had a Jewell with a bottom saftey that did the same thing. It was from pressure on the release (not enough room in the trigger well). Hogged out the trigger well a hair and it went away... forever :)
