Extreme spread vs. average to center measurements

If it takes six 7 shoot groups to be 90% confident that I'm within 15% of my real group size using the extreme spread method of measuring.

How many shots would be required to get the same level of confidence that my groups were within 15% of actual size using the average to center method used by a program like OnTarget?
