Export bullets from US to europe

I ship a lot of bullets to my son in Germany with no problem, boxed them up via USPS, fill out custom tag as gift or other household goods & ship to him at his APO box.
I have not tried to ship right to his house yet since he says German customs wants to get their cut by charging an extra fee when its shipped directly to the house on some items depending on what the customs tag says.
I just mark everything household goods or gift.

You hit the nail on the head. Chances are slim that you would get caught. Customs probably would have no problem with the shipment, the State Department is responsible for ITAR enforcement. Since you are the one leggaly on the line and you have no idea who the people are who are responding I think you should take the time and call the State department.

A little example of an ITAR violation that I had:
When I was working a foreign defense program I had an ITAR violation because the military pilot on the flight out of the country would not fly some LiPo batteries that my system used. The state department called what I did a permanent export (since the batteries never came back to the US) and I only had a temporary export license. I was very happy to be working for a very large defense contractor that had good lawyers.

These are federal laws so they do not have to make sense, but they can be enforced.
