The process stays the same except you just dont get that fine tune of your load at the end. Powder charge first, then seating depth... For years we have shot (f class Im talking) without tuners so we obviously can get very close or spot on loads developed without the need of tuners. Its just another tool in the box to use and like has been stated wont make a bad barrel shoot good, just an already good load slightly better (or worse depending on the tuner setting)
Another method I have seen is the barrel stretcher tube, supposed to increase the size of the accuracy node, again not making a miracle out of a bad barrel.
Both methods see some folks claim to just load to the velocity (not ES) they want then attempt to go pound the center out of the X ring at 1000yds. Not sure if that works for others but personally I would be starting to see what powder charge shot best, then on Eriks advice find what seating depth shot best for that charge, then go pound the center out of the X ring at 1000yds.
My tuner work has hit a bit of a hurdle. I went with too fine a thread and it cross threaded and is now seized on the barrel. Have to machine it off and start again. Its been an expensive and rather unproductive first foray into 7mm territory for me.
