SELLING ERA TAC mount adjustable

I apologize for my lack of knowledge on these bases. Am I seeing the bottom picture correctly where if you turn the left round knob turns clockwise; that raises the elevation? And how much does one number click/turn accomplish?
I shoot Rockchucks here in SW Idaho, and all of my furry targets are at unknown yardages, and prone to moving around the rockpile at frequent intervals.

When shooting long distance, a scope can run out of elevation adjustments. In the bottom picture, the knob or " wheel" on the left can be loosened and then turned to provide additional elevation by tilting the base. The wheel can adjust elevation up to an additional 70 MOA in elevation in 10 MOA increments.
