Engraving/Etching on a Barrel?

Looking to have a barreled action engraved/etched with some custom designs.

Barrel is stainless steel action is blued, both will be coated with an appropriate medium.

Is it better to have the etching/engraving done before or after the finish?

Who does this sort of work?

Contact jreedtn on here as he has a .218 thread on the 2nd page of the .22 centerfire section. He built his own gun and had a fella do a steller engraving job on it.
