Engineering Question Action Screws

I have a BR rifle that had the action glued in and about a month ago it fell out of the stock, not glued in by me ) and it come out with no bedding on the the action, it all stayed in the stock . Now I need to get this gun back together, it a Hall "M" action and my question is? if you glue the action back in would you screw it in also? and if I don't glue it back in should I put bigger screws in the action? It has two 10X 32 screw holes in the bottom of the action and never had screws in it. Is a 10X32 screw big enough to hold a heavy barreled Hall "M" action in a stock?? And if I don't glue it back in do I need a recoil lug with a 1" hole or will a 1.060 work with a step on the barrel shoulder. I E-Mailed Hall and he said not available.
I need some help here .

It's a 6BR I shoot 600yds with 28" barrel bull barrel 1.230 diam all the way. In a fibreglass stock. And the stock does have a little lip the tang of the action sets against . So you are saying that I really don't need a recoil lug in this stock if I only bolt it back in? And the 10X32 screw are pretty small don't you think??.

Randy, that's what I was thing about doing . Just can't figure out why Hall would put such little screws in the action . I know that they are not really needed for a glue in but it would not be any more work to do it right. Any way Hall don't know how the action is going to be used .
