Eley Display help

I picked this display up many years ago when I was in college. I completely forgot about it until I was cleaning up and found it in the barn. Does anybody know what goes in the bottom three empty circular slots? Did eley ever make pellets?

The new Eley packaging is cardboard boxes almost like .22 ammo but the tins you need looks something like this
