Yes, solid copper penetrates more than conventional, but on hardened steel it doesn't matter. The downside to shooting steel with copper is the impacts can be hard to see on white painted gongs. Black is better, but that color sucks for long balling.I assumed the question also meant "Are solid copper bullets harder on gongs than lead core bullets?"
With lead being denser [but also softer] than copper, do lead core bullets deliver more energy than solid copper ones? On the other hand, do solid copper ones act more like a penetrator?

nope. they are lathe turned solid copper alloy of some sort with a drilled hollow point.I don't know anybody who would give away 2500 solid copper bullets. Sounds like you got full metal jacket ball bullets. If 55gr ball you are ok. If the have a hardened penatrator they will tearup your steel.

If not driven fast enough to attain certain terminal velocity the don't expand as well as lead core bullets. of course it depends of what kind of lead core bullet you are using...traditional cup and core, bonded, two cavity. I load barnes for my wife's 6.5x55 for deer. I load them as fast as is safe concurrent with acceptable accuracy. thank youIt's really the speed. A 22-250 or 20VarTarg at 3700fps will go through ar500 like a hot knife through butter. Most steel matches have a speed limit for a reason. That being said, my 1200 yard steel is getting a bit of a curve in it from the heavy hitters. When I shot a few of the lathe turned 6mms, I didn't notice any difference on the plate. As said above, impacts are harder to see.
