Is locating the bullet nearer to lands/grooves of a rifle,generally going to increase accuracy?? Or is it just a matter of trying it out?? Does minimizing run out usually increase accuracy?? Does moving a bullet closer to the lands/grooves result in any change in velocity or pressure? Tnx for opinions.

every barrel is different so it all depends on what yours likes. If you work a load up off the lands and then seat into the lands, you are asking for trouble. Moving towards and away from the lands will affect pressure/velocity. Low runout is a good thing and shows consistency in your reloading practice/tools

A lot of variables to consider. Like was pointed out the barrel and also bullet type, size, weight etc all make a difference. I like what Erik tells shooters and that is (I think) to find the lands then back out .005 and work back from there until you find the sweet spot. Erik might follow up on this. In my 6BR Berger 105gr Hybrids like to jump .020 to .030 but change to the Sierra Match 107gr and I have to go to .010 jump.
