Different lots of brass

I ordered 50 pcs of Peterson brass 22 Creedmoor and a box of Copper Creek Factory 22 Creedmoor. I loaded up 50 rounds, and two of the rounds wouldn't chamber in my rifle(could've been fired factory brass). I sized them in the same die ( Forester full-length sizing die) My press is a Forester co-axe. What causes this? Is there a tool to measure shoulder bumps? I'm going to pull the bullets and run them through the sizing die again.
 
Before going back to square one, it would be good to figure out exactly where your problem is. Take a Sharpie or Magic Marker and coat the entirety of the problem brass, plus the bullet to the ogive (or just do the whole thing.) Chamber it, and work the bolt (or action) a couple of/few times and see where the marking rubs off. That should tell you at least what the problem is with the brass, so you can work on addressing that rather than shotgunning the fix.

Problem solved, having my Smith trim .010 off the base of the die fixed.
