different groups from same gun

A friend of mine who doesn't have access to this forum is having a gun issue and maybe someone can help. He has a custom 6mm improved with about 150 rounds through it. Having tried different bullets and powders, the gun will shoot a good 3 shot group and then maybe shoot two shots or so low 2" and left. Then maybe the next one will be back in the first group. Different people have shot the gun with the same results. Groups good, but the groups "move". New nightforce scope, rem action, kreiger barrel. Bedding seems good.
 
What type of rest is being used? How is the reloading components brass powder slugs? Try some different slugs and powder maybe...? And if all else fails just to make sure try another scope I know nightforce is a good scope but there's always a chance something could be wrong.
