depth of bullet in case neck

recently built a 6.5x284 have some 95 gr. vmaxs I'd like to try. Have always been able to get to the lands with plenty of bullet in the case neck on all my other rifles. Always used bullet diam. as minimum in neck but should that include the length of the boat tail or be measured on the bearing surface only?
 
CW: I've had the same type seating problems with one of my 6BR's: the throat is getting too "long" for the lighter weight bullets, like the 95 gr. Berger VLD's. Seated to touch and they are just clinging to the front edge of the case mouth, and I have noticed the beginning of larger groups. I also get a little more runout when checking with my Sinclair concintricity gauge. I think the bullet needs more neck contact to help keep it straight when seating. I'm using the Forster Micrometer Benchrest Seater. Have had to start using the longer 107 Sierra MatchKings to keep good bullet/neck contact, and no, I would not count the heel of the boatail when measuring bullet seating depth in the case neck.
