Deciding on moving up in caliper need help

My 14 year old son is shooting a Ruger .22lr rifle.. He shoots the rifle excellent. After 200 rounds at 100 yards it looks like he hit the same hole all the time. He is eventually going into law enforcement and wants to be a SWAT officer. Yea I know some say 'Dreaming' but all I can do right now is help him and let him better himself. He wants to try another caliper rifle.. What do you guys suggest if he eventually wants to be a sniper?

It is hard to beat a 223.

Get him a .22 tuner and get him completely hooked on the accuracy game.
