Do custom actions designed for a Remington 700 footprint with a mini 16 extractor, like the Defiance Deviant, require a larger barrel counter-bore than a standard Remington 700 barrel?

The standard bolt on the Deviant is the same diameter.

Usually the extractors are tapered so at their max opening theyre still smaller than the nose dia. In other words no ive never seen a properly installed one that needed a bigger counterbore. Now the real m16 extractor needed to be fixed but i dont guess anybody uses those anymore. Ah the good ole days.

The .705 counter bore is fine
