Went to try some more charges in my 204R since it’s new barrel. Wind was not on my side but I think I may have something here
I’m not the best shooter but think I can shrink the group more if I do my part.
Have couple more to test but I think this one will do fine for a MOP (minute of prairie dog)

I don't know which side of the target is "up", so take my comments with that in mind.

If your "26.9" is the bottom of the target, you don't have a wind issue, you have a vertical issue. There are a number of factors that you can find that cause vertical dispersion.

The 26.9 is the bottom of the target. It was windy and hard to get shots off. I feel I rushed some of them trying to get them in while it was calm.
