I haven't seen the 2019 small game bulletin yet (not out yet). But here are the words from the 2018 small game bulletin. Look at page 7. Lists the legal and illegal hunting methods. Nothing listed regarding caliber restrictions other than on page 5, right column at bottom.

During the regular deer and elk season you can’t use anything bigger than 22 cal. rifles. The rest of the year you can go bigger.

The regulations are to keep people from hunting big game without a license. People would be driving around hunting or party hunting on one license and if stopped they would say that they are just predator hunting. The parks and wildlife thinks it will curtail this. Not sure it does but this there attempt to stop people from hunting illegally.
The minimum caliber in colo is .243 to hunt big game. So if your carrying a rifle bigger tha 224 you can’t say your predator hunting.

It is illegal to hunt game birds, small-game animals or furbearers with a centerfire rifle larger than .23 caliber in regular rifle deer and elk seasons west of I-25, unless you have an unfilled deer or elk license for the season you are hunting. A small-game license is required.

This is the statement from the bottom right of page 5.

My interpretation is you can hunt with a .243 or larger caliber provided you also have an unfilled deer or elk license, for the season you are hunting AND also have a small game license.

If you accidentally or purposefully kill a deer or elk while hunting prairie dogs, you better have the proper licenses.
As always, the game warden and judge will be the final arbiter.

Only during big game season. Outside of that, you can shoot varmints with a 50 BMG if you want to.

Which is FUN, sort of. When they only stick their head up, you can just put a round through the mound and hit them. Otherwise, you just put a half inch hole through them.
