Colorado House Bill 25- 1133

Here's the Colorado Bill that puts restrictions on ammunition purchases. This bill includes ammo but also includes primers, bullets, powder, and even cases. Most of the folks on this site (in Colorado) would likely be impacted by this should it make it through the process and signed by King Polis.
 
I believe the reference of ammunition components implies in the assembled state. The individual sale of primers, powder, projectiles and cases are unaffected by this bill.

(1) As used in this article 12, unless the context otherwise requires (a.2) "AMMUNITION" MEANS AN AMMUNITION OR CARTRIDGE CASE, PRIMER, BULLET, OR PROPELLANT POWDER DESIGNED FOR USE IN A FIREARM.

THE TERM "AMMUNITION" DOES NOT INCLUDE (I) A SHOTGUN SHOT OR PELLET NOT DESIGNED FOR USE AS THE SINGLE, COMPLETE PROJECTILE LOAD FOR ONE SHOTGUN HULL OR CASING OR (II) AN UNLOADED, NONMETALLIC SHOTGUN HULL OR CASING THAT DOES NOT HAVE A PRIMER.

The way its written it defines ammunition as all of the individual components. I don't believe it is implied to mean assembled.

(a.2) "AMMUNITION" MEANS AN AMMUNITION OR CARTRIDGE CASE, PRIMER, BULLET, OR PROPELLANT POWDER DESIGNED FOR USE IN A FIREARM. THE TERM "AMMUNITION" DOES NOT INCLUDE:

If I read that correctly, the next portion excludes shotgun ammunition components (except cases with primers).

The scope of this bill is to deny the sale of all and any loaded ammunition to under age 21 individuals at the retail level.

Part of the idea here with this bill, the ones recently passed, and those that are yet to be introduced or are planned is to make buying, owning, and using firearms more and more difficult and expensive. Fewer and fewer people will jump through the hoops and become involved in shooting. The coming mandated CO state license for FFL holders is already having the intended effect of driving dealers out of the business.

One of the real problems here in CO and other places as well are that people (shooters) just don't pay attention to what the legislatures are up to. Bills get passed and signed into law and only once enacted do people find out about it. After CO passed a 3 day wait for gun sales I had a couple of guys come in to do transfers for online sales and were shocked that they couldn't walk out the door with their guns once the paper work and BG check were completed. "When did that happen?". These are people that should know what's going on. I've mentioned the coming semiauto ban to several guys that had no idea it was in the works.

With this particular bill, can you imagine what outfits like Scheels or Sportsmans Warehouse are going to have to do and pay to be in compliance? Add on the coming voter approved excise tax on gun and ammo sales and all of a sudden the already really expensive box of ammo becomes quite a bit more expensive.

Pay attention to what is going on here in Colorado. It has become the tip of the spear for the gun control crowd (and many other issues as well) with tens of millions coming from out of state to get communists elected and get these bills passed. Our legislature regularly says to California, " Here, hold my beer"

I hope you're right ( I guess ). But it does add the restrictions on shipping (you have to sign to receive an order and prove you're 21) and retail sales by putting ammunition where it is only accessable by retail personnel.
 
Planning to vist Dragonmans in Colorado Springs when museum opens, I watch Melissas YT videos,she gets frustrated just trying to explain the bills wording/salad.
How will these bills affect travelers with shooters?
Was thinking about taking motorhome,but I would have to buy fuel from corporate fuel stops.I will leave it on Kansas side and drive wifes Ranger with an auxilury tank.I will now only give my fuel, food ,necessities to like minded idividuals in Colorado and other states, whether in person or internet.

The sad part about this bill is it won't work in preventing shootings, just like all the current gun control laws. The good citizens of Colorado better let their elected officials know they are against this bill, or they are screwed!
 
From what I am seeing, I think they are trying to make it where at a gun show, each table has to have someone who has an FFL and state firearms license, no matter what you are selling.
 
So you can join the Co national guard at 17, but can't buy ammo until 21. And all retailers will need to lock up all ammo and only a store employee may hand the ammo to a legal age customer. Must ship in unmarked packages?
