Centering Scope Base.

I have a surplus rifle that PO drilled and tapped the receiver. The holes don't look centered very well with the barrel. The rifle looked to be set up with diopter sights as there was also a drilled and tapped hole on the front sight. I couldn't find a weaver style base that has same drilled holes so I used a universal weaver base and drilled it to match the holes on the receiver. I put a relief cut in the drilled hole so I can adjust windage on the base. My plan it to get some diopter sights for it in the future.

My question is, if I use a scope on the base, how straight do I need to get the base? I assume it needs to be dead on to be able to shoot at different distances. How can I get the base centered on the cheap if possible?

Is it correct that a non-centered base would not be an issue with diopter sights?
 
Burris makes sd scope rings that can be offset to compensate for crooked bases. Don't know about rear sight clearance. You may have to remove the scope base to use an aperture rear sight.

What specific rifle, scope base and rear sight do you have
