Can you ID this cartridge?

My son-in-law, a Police Officer found this at the range last week. I don't know what it is, just for curiosity can anyone ID this case.

Length is 1.139 inches
Neck OD is .251 inches
Neck ID is .227 inches
Case Body is .315 inches

This is a centerfire case, the primer is crimped, markings on the base seem to be 5.7x?8, FNB or INB 07, didn't measure the rim, but it may be rebated.

^^^^^^^ And again this! Seriously a law enforcement officers first time seeing this??? I am a big time law enforcement officer backer but his superiors need to catch up on the latest and train their guys on what to watch for if they don't want their people to be caught unaware of what there are up against in any given situation!!! It simply amazes me that a law enforcement officer doesn't know what that is!! When our boys in blue dont know what "off the shelf" ammo is...Speaks to lack of awareness of what our guys in blue could possibly up against!! STARTS with the person in charge!! Now is the time to back our boys in blue and anybody in uniform!!! And you veterans!! I just wanna say thank you all for what you have done for us and all should be grateful for what you have sacrificed for America!! Apologize for taking OP's post off topic. And my rant!

A neat cartridge. Turk Takano brought a semi auto rifle by the house a couple years ago chambered in this round. It had a drum magazine on top. He was doing an article on it.

It's not a great design to reload . Not enough meat around the primer to prevent pocket expansion after a reload or two .
