leaving tomorrow, bought a scope for friend. Will I have any problem when I arrive? If asked, should I say for personal use? Is it ok to bring into country?

No.His biggest issue would be getting it into Australia, not out of the US. Not that it's ok to take it out of the US.
Explain please. Anyone could simply put it in a bag and take it. BUT Australia would take it on it's arrival under ITAR which is an International Regulatory. Again, I finished with it wasn't ok to take it, just that it could be done.
Or glue 2together and stick a strap on em and say they are binoculars, special that the Dr suggestedOn arrival in Australia from the U.S., do they scan your bags?

I understand they aren't prohibited but they still require the appropriate import documentation.Australian Customs Department isn't concerned about what you aren't permitted to export from the States under your US ITAR rules. They are only concerned about what is not permitted to be imported into Australia & rifle scopes aren't prohibited items.
Scopes (sights) aren't prohibited items internationally - only in the States.
