Can anybody ID this old pocketknife?

This tiny pocketknife belonged to my father-in-law. He was born in 1931. Can anybody give an ID on it? It does have his initials hand engraved on it and looks like it could be from the '30s. Maybe it was given to him as a gift at an early age. Just a guess. Thanks!

That is a watch fob pocket knife. My Dad had one in his effects
with an etching of a steam ship. He did work on lake freighters
before and after the war. We always thought it was an "Empire"
made after world war one and passed on......Look up Empire Knife
company.
 
I have one in a keepsake box somewhere...but no idea what make it is. It was my grandfather's
 
Real close to "Meriden" Name should be on the pivot point
of the blade. yours has alot crud / rust there. Take some vinegar
and a bronze brush and do some scrubbing.
Thanks to everybody for the knife info - greatly appreciate it. I'll try to see if I can get any lettering to appear at the pivot point. Here I go, down another rabbit hole.....
