I'm not the final word by any means but you are the 2nd person to ask this month and I need to know too. According to rule 3.4.1-E. The rifle may be rested on a simple central support such as a rolled jacket, towel,blanket, or groundsheet, or upon a sandbag or beanbag. As I review the writing of that it looks like a YES to me.
 
I think he was going to set it on a piece of plywood and possibly have a couple of layers of plywood to space it to a height that would work. or would he have to space it with more sandbags??? thanks for the replies cliffe
 
3.4.1-F. Any number and type of objects may be placed beneath each rest to compensate for variations in height or slope of the firing point or to reduce its rolling. Make sure the butt of the rifle doesn't touch the ground that bag sets very low.
