Bullet stability calculator velocity to use?

I have a question regarding the bullet stability calculators regarding the bullet velocity. When selecting a barrel twist rate for a given bullet should you use a twist rate that gives a stable bullet at the muzzle velocity or at the the expected velocity of the bullet at the target for example at 600 or 1000 yards?
 
At the muzzle. Spin rate dereriorates far slower than forward velocity so if the bullet is fully stabilised (Sg of 1.5 or more) at the muzzle, it should remain so at the target for all normal target shooting distances.
