Bullet seating troubles with a 284 Shehane

Hello guys,
I am posting this question for a friend he has lost his login info... So until he finds it I will send it out for help.

The problem is when he tries to seat a bullet in the case whenever it hits where the bushing stops sizing it gets really hard to seat and almost cant seat it. (wilson hand die) It is almost like a donut but it does not matter where in the the neck it is it will do it. Not just at the neck shoulder junction. He has a .313 chamber .309 loaded round with a .308 bushing being used. The case is winchester and the bullets are berger 180 hybrids. we Have tried using expanders and all sorts of things to try and stop it but it still happens. Full neck size half neck size etc... Has anyone seen this sort of thing? Does he need to get a F/L die and ditch the hand bushing die? Cases to soft maybe? Thanks, Matt
 
Winchester brass is noted for being very hard... It appears like you have the right combo as far as chamber / neck bushing etc... You should be getting 1K neck tension if you are "cleaning up the necks" by neck turning. I will GUESS at the problem(s):

1.) Brass needs to be annealed; and OR
2.) Somehow, some way, there is some sort of doughnut wreaking havoc in there..

I can think of no other reason(s)... Let's get the "thinking heads" going here....
 
The turning passes are resulting in a 100% cleanup on the lot of brass he has. The rifle is still shooting decent on the first shot after fireforming. But degrades after that. Matt
 
ChuckBuster, how often does your friend anneal? Has this brass been annealed after the initial firing? How many subsequent firings before annealing again? I really think the "problem" may very well be work hardened brass...
 
I spoke to him last night. He said he is sizing with the numbers facing down on the bushing. He also pulled out some other brass to try and it did not do it. He said he fireformed and then anealled with a drill and socket and heated them to A DULL RED.... I think this could be and issue.. Were gonna try and go shoot tomorrow pm with this brass and some other brass to compare. Then anneal with my machine and see if it does it again. He said the brass that is giving him troubles has atleast 3 shots on it. If the other brass does not give him issues the old is hitting the can and starting over. Thanks, Matt
