Bullet seating question

Hello Guys and girls,
I use a K&M force gauge on my press and I get a reading of about .008-.010 until the last (approx:).006 of the bullet is seated.That last .006 runs the dial up to about.022. Bullet is above neck and shoulder juntion and i am using brass is Winchester.
I do pull the handle down some what slow when seating bullets. Is this normal? I dont get this with my 7mm. only with my 6mm. Thanks Anthony
 
Sounds like a situation that would be created by a non-uniform neck sizing. Can you measure the id of the neck at the shoulder junction and at the mouth?
 
I am using PMA neck turner with a Sinclair neck turner mandrel. 6mm Remingtom case should be trimmed to 2.223 by my Hornady reloading manual. I am at 2.220 and with the mandrel all the way back, the cutter is not getting into my neck and shoulder juction. I am going to have to trim the OAL of the case shorter to get my cutter into the neck shoulder juction. Also I have noticed that 6mm remington has a 26 degree shoulder. I think my cutter has a 35 degree cutter.
