Bullet seating issues

I have a question this may be kinda long. I have a Borden br action and a panda action. I had a local smith use my reamer for the Borden barrel and another smith did the panda barrel with same reamer. When I seat a bullet (bart ultra)for the panda touching the lands measures 1.745, with the Borden it’s 1.770 touching. I tried some bt’s on .825 jacket and can’t get enough shank in the neck to hold it with the Borden barrel. The bore diameter is .237 for both barrels and reamer chamber length is 1.525 fb .050. I’m sure there would be a slight difference in length but not that much. Thanks

Seems that measurement would be dictated by the chamber more over the action.

Your local smitth ran the reamer in too far.
 
did he use a Throater reamer on one or both?
Some guys have Chamber reamers without that portion on the reamer to cut.
then since everybody has their own bullet they like to use
they use a throater to custom taylor the freebore length for every bullet.-
since a throater cuts very easily, it is also very easy to ooops it in a little bit if he doesnt do it right
Some throaters have a threaded adjustable stop but they're like twice the price of a standard throater so most guys dont have an adjustable
Hopefully most guys have at least a piloted throater
if not that explains a lot of the marks we see in the Leade

Panda bolt won’t even come close to closing on once fired and sized brass from the Borden. I put 2 pcs of frog tape on the back of a new piece of brass for the Borden and I could still close the bolt with one finger.

That does NOT, sound like the same reamer
When I chamber a barrel I prefer to headspace off the FL sized brass that will be used in that barrel
That way you know your FL setup will always be right and need no further adjusting or modifying
(like taking a skim cut off the bottom of the die or needing special +/- Shell Holders)
 
With one of the adjustable micro-stops, you can get multiple chambers at the same headspace number. That way, your brass is interchangeable from one bbl to another.
If you don't use those micro-stops, then you have the issue as you do, brass is dedicated to a specific rifle. That is a pain to always segregate brass for individual rifles. A definite no no for competition rifles. It will bite you when you grabbed the wrong box of ammo for the match.
