bullet clearance in revolver cylinder bores

I was always taught that with cast lead bullets the bullet should be sized so that it is a gentle force fit in the throat in order to get the best accuracy. Obviously, that is not possible with certain bullets like wad cutters.
 
The bullet should be free to pass through the cylinder bore, and tight/ slightly oversized in relation to the barrel bore diameter. Sadly, many revolvers are made with undersized cylinder bores, hindering accuracy potential with cast bullets.
