I agree check out Sightron models in your price range. Also look for some deals on Bushnell Elite 3200 and 4200 models they are being replaced and if you can still find them, prices should be good. They also are made in Japan and are very good quality.
For a cheaper model that has good glass, I would try the Nikko Sterling, I bought a Howa Axiom that came with one and was pleasantly surprised it had pretty decent glass and held zero well.
On reticle choice...would strongly suggest a mildot or other hash mark type. Unless you know bullet drop and even then compensating will be very difficult without it. At a range you will know exact distances. In the field you will not and judging is difficult without the right reticule. With a 22 250 sighted in at 200 yards for example, there will be about a 15-17 inch drop at 400 yards, to say nothing yet of windage. There is a lot of difference between field shooting and range shooting. Best Wishes
