Budget F/TR 308?

I am having a blast shooting Benchrest .22LR with my 40x and am wanting to get into shooting F/TR with a .308. I was thinking of building off a Barnard S action but the budget is not going to allow that for a long while.

So I was thinking of picking up either a cheap used Rem 700 or a bare 700 Action converting it to single shot. Putting on a 1 in 11 Twist 30" barrel, a Jewell or Timney trigger. Not sure on a stock.

My other option was a cheap stevens 200 action.

I was thinking it would be a cheaper way of getting into it and have some fun. Do you think a combo like this would be competitive enough? I know I will have alot of learning to do.

I picked up a Howa 1500 action recently and I am impressed they have some nice features. I have heard good reports from people shooting the 1500's right out of the box, maybe give one of their heavy barreled 308's a chance.
 
Yup. $504 for action with bull barrel. Flat bottom receiver with integral recoil lug, one piece bolt, AR style extractor, 3 position safety, decent trigger. I have one in 223 and will buy another in some other caliber.

There are a couple of ways to get there from here:

[*]Buy a Savage F-TR and start shooting
[*]build on another action

[*]Advantage of the R700 is more after market components triggers, bolts etc
[*]Advantage of the Savage F-TR , it works out of the box.
[*]Disadvantage of the Howa, no aftermarket stuff to speak of and it's a metric threaded action, many gunsmiths are not set up to re-barrel them.
[*]Disadvantage of a custom action, they are expensive
