Browning X-bolt problem

A friend has come to me with a Browning x-bolt that has stripped threads in the scope mount holes. Normally you just tap a size larger, but the x-bolt started with 8-40 holes, and there's really no room in the bases to go larger. Has anyone else run into this, and come up with a solution?
 
Is it one of the real soft metal actions? Id custom make a threaded insert with a shoulder at the top and counterbore for that then blend it back down. You could always start another hole in front of or behind that hole then install a dummy screw in the old hole
