Browning BLR in 243 Win misfire?

A member at the gun club I am a member at was having a lot of misfires with BLR. About every other shot, if he droped the hammer on them they would fire on at least the 3rd time. The fired cases the primers looked like they were struck ok but not the ones that did not fire. I took two cartridges that did not fire and two fired cases home with me. I measured the cases with a chamber gauge. I zeroed the calipers with a go gauge. The misfired cartridge was a couple thou. shorter than the go gauge. The fired case was one or one and a half longer than the go gauge. To me it does not look like a head space problem? Could be fireing pin sticking or weak hammer spring? Does anyone have experience with this rifle? I will see him at the range Wed. Any help would be appreciated.
 
I agree with other posters - either headspace or a dirty firing mechanism are most likely candidates among the simple fixes.
