DOES ANYONE KNOW IF THERE IS A COMPANY THAT BUILDS AR15 BOLT ACTION UPPERS?A DIRECT REPLACEMENT FOR THE SEMI AUTO UPPER.

I think he's built at least one for a customer in Britain, where gas guns aren't legal to own.

Basically there is no gas system and, if needed, a side cocking handle - not complicated if you are in the US.
These are being made up in the UK from US parts.
