Best way to neck up brass

Anneal, lube, neck up.
I made 308 Creedmoor dummy round from a 6.5 CM case. No problem!

Beware! If you anneal first, good chance the necks will be pushed down into the shoulder.
2 or 3 steps will tell the tail.

Anneal, with a 35º shoulder, there won.t be a problem with collapsing the shoulder. Then use plenty of lube inside necks and on expander mandrel and expand with a steady motion.

When I made 7 TCU cases from military .223 cases, I did it in one shot. I used graphite as a lube and never lost one case. I didn't anneal prior to sizing.

Well its 28nosler brass so it has the 35 degree shoulder allready

If they are new brass unfired, you won't need to anneal.

If u lube the necks well with a polished expander u can go from 6mm to 30 cal. without a loss.

I have several SSK cartridges for the Contender and Encore platforms. I have always used virgin brass and RCBS case lube. SSK dies have elliptical expanders so run the parent case into full length sizer die. 225 Winchester necked up to .257 & 6.5
220 Swift necked up to 6.5
7 BR necked up to 338

With the upsizing only, the neck will extend to longer & thinner, and you'll create a donut.
Maybe no problem but consider depth of seated bearing for this, and headspacing for fire-forming.
Also inspect cases for cracking at new neck-shoulder junction.
