Beginning neck tension when beginning a new load

After measuring the outside Neck diameter with a bullet seated and it measures .338 from a .308 caliber should I start the neck sizing bushing at .335 as an initial size determination and then develop for the most accurate amount of powder and then adjust the neck sizing die plus or -.001?
 
What kind of gun? Bolt gun? If so, I personally would start at .336. Might not end up there, but I would start there.

I am using .336 on .308 Win Lapua currently.

What I've learned is not to use deductive reasoning in reloading. What I recommend is that you load a bullet into whatever casing and measure it so you'll know for sure. I make up a dummie round with each different make of bullet, which in theory, should be the same. I guess it also depends on how critical you want to be about the .001 - .002 theory. In my .308 Benchrest Rifle, I use Sierra 168's, Hornady 168's and Nosler 168's in my Lapua brass and have found they are very close, to within .0005 of each other. That's what works for me in my rifle's tight chamber.
