basic scope question

I'm new to shooting and I can get some ok grouping with my 22. I have an old tasco scope from the mid 90's. I was playing with ammo today and noticed that often my first shot was off and then group was good. The other issue was I feel like there is a lot of errors due to parralax error through the scope. Is this an issue with all scopes?
 
Without a way to adjust parallax out, all scopes will have the issue when aimed at a distance other than what set at the factory for. Rimfire scopes are usually set to be parallax free at 50 yards. All other scopes are usually parallax free at 100 or 150 yards. Leupold custom shop scopes give you the option to select whatever distance you want for parallax free viewing. Distances shorter or longer than where they are set at from the factory there will be some degree of parallax. At low power, say below 7x or so, parallax is still there but often not really noticable.
