Basic neck sizing question

I recently bought a neck sizer for some 22 cal cases and was wondering about proper use.

How far down the neck should one neck size? I had previously been using FL sizer dies and just resizing about 1/4" of the neck, pretty much just the seating depth, So is that sufficient or should one size all the way down to the shoulder?
 
If it is a bushing die, you can't get all the way down the neck anyway. I neck size about 3/4 the way down and I seat the bullet about half way down.
 
I think it makes sense to leave some fraction of the neck unsized so the cartridge is more centered in the chamber. However it is kind of a moot point sizing more than you are going to use for seating the bullet.
 
I resize .0148 of the neck on my 308W bench gun and works well for me.

Will the "bulge" that is left ever cause any problems with brass accumulation there, or cracking... etc? I was just wondering this same thing yesterday when using a 6BR bushing neck die for the first time. It leaves about .030" unsized with the die all the way down to the shellholder.
