Barrel "gizzy" question

The answer may be obvious, but I cannot figure it out so I need help.

I have a barrel chambered in .308. The gizzy I received with it has Palma 95 stamped on it and the number 3.070. I can't determine what the number is referencing. Too long for base to ogive or cartridge length. Any ideas?

Perhaps it is the length from the end of the tool to the head of a case that has been inserted in its other end, that is at full chamber headspace. Why don't you deprime a fired case, and see if that could be it.
 
Where was this stamped? If its on the breech end of barrel from barrel maker I think that means Palma 95 taper and would be .307 diameter barrel. In other words it would be tight. If its on the side of barrel, gunsmith did it. He is giving a spec for chamber.
