Barrel/chamber specs

I have a Stolle BB Panda with several barrels. All of them shoot within .5 MOA for a zero at 100 yds. I just got back two barrels chambered with the same reamer, and the first barrel is 5 MOA low to the other barrels. Is this normal? If not, where should I start to look for problems?

Perhaps the smith chambered the barrel indicating it straight on the chamber end as opposed to running both ends true. If the barrel had a significant drift in the drilling, it could cause it to shoot that way.

This is not to say it won't shoot well.
 
There-in lies the problem. This barrel was chambered by the same shop and the same 'smith' that did all the others. After 70+ rounds down the tube, it's showing nothing useful. Every round/ group/load combo has been shot through the chrono, and I'm seeing nothing that I would take to a match. I've been told that the long VLD bullets need distance to 'go to sleep' and I'll try the better loads at 300 yds. real soon, but I am still puzzled as to why this barrel is 5 MOA lower for a zero that all the others.
