Bald Eagle Front Bag, 2 1/4"

I bought a Bald Eagle front bag and filled it with sand. There are 2 openings on each side but I was able to fill it with just one. After filling it, it does not seem full. Each opening has 3 layers of material. I filled the bottom opening (between the first 2 layers) not knowing if I was supposed to fill the top opening (between layers 2 and 3). I would assume I would need to fill the top but am not sure and don't want to ruin the bag by putting fine sand where it is not supposed to gain. I don't understand why there would need to be 2 compartments to fill. Any help would be appreciated.

Only reason that I can come up with why it has 2 fill tabs is so that the bag does not sit lopsided in the rest top. I have Edgewood, Protektor, and original Bald Eagle front bags and they all have just 1 fill tab....it's not a big deal to shim the bag level. No idea about the 3 layers in the fill ports.....if one layer is cordura, the other 2 plys of leather, then fill between the cordura and leather. Some tricks - add talcum powder to help the sand flow; work it in best you can, use it a few times, then come back and add more; tape the port closed in a manner that makes it easy to add more sand or change to a different mix.
 
Here is the picture of the layers. I filled the bottom layer but there is definately space between the top layer and the next. Maybe I just need to fill the lower layer more densely. That will take some compaction.

I have one of those bags and also wonder what the correct intended procedure is. I just filled the bottom and poked and prodded. Maybe Shiraz will shed some light on the sublect?
 
In that picture, you would fill the slot on the right side. The left is a reinforcement tab so that it will hold it's shape when putting it back under. At least that's what I did.

That is exactly correct.

And to fill both ears, I use fill slots on either side of the bag and you can really fill it to be rock hard, if you want to. Not recommended to fill bags that hard as it can affect verticals. Should have some give.
 
Roger that. I just filled the bottom one and it filled up fine with some work. Thanks everyone for your help.
