Could it be a 22BR die or wrong bushing inside?New 6br barrel, dies and brass. Fired one. Tried to size it. I think my die is bad. Measures .2595 above the bulge. Is that right?

Yep, the ole expander ball too high turtleneck.Also, I would suggest flushing that die with brake cleaner as I hope those scratches are from grit and not from the chamber.Obviously a full length die with expander ball.
You need to read the die.setup instructions. You have the expander.ball set too high.
Don't feel bad. The reason I knew is I have done it myself. I like the forester full length dies best of all the production dies because of the.location of the expander. They make really straight reloads.High expander. Thank you.

I have been reloading 50 years. I find full length sizing dies with an expander work just fine. These days the bushing dies are all the rage. I have them and use them but.they come with problems of their own.I've never used and expander.
My cases don't get bent up necks.

Yes my Forester also sized to .259. I had it honed out to .265.Richard
The .259 doesn't surprise me either, IIRC my old Forester had about .007 reduction without the ball.
