B-O variable

Maybe its common knowledge but I have failed to learn just where the variance in a boat tail bullets B-O measurement can be attributed to. Is it in the length of the the boat tail section or is it caused by the diameter of the forward portion of the bullet or both in combination as a general rule ?
 
Variance in BTO measurements can occur in any section of the bullet between the two measuring points. Given that the bearing surface is typically the largest segment between the two measurement points, the odds are good that the greater portion of the total length variance would be found there, but it can certainly be present in other regions as well.
