AR question on cycling

Gentlemen this my sound weird but here goes. I live in a state where they are considering banning semi-auto assault weapons (AR's), my question is, if you eliminate the gas system on an AR will the bolt cycle when fired? I ask this because I have a single shot lower (which will not accept a magazine) that I would like to mount an upper with a side charging handle on it and operate it like a bolt gun and also remove the recoil spring as well. I am considering a new wildcat round that is or being developed for the AR platform by one of our forum members and I think he has come up with a great concept. Now excepting all opinions and comments, thanks.
 
Sounds like you might be stuck with what us Brits have had for a time then: straight pull ARs.
Basically, cutting out (blocking or other) the gas line will stop the bolt unlocking and you'll have to cycle by hand.
Quite common to have M14s and M1s like that here plus the odd FN FAL.
Most AR-15 styles "over here" come with left and right handles and you just drag the bolt to the rear and release.
Pretty dull stuff but given the "choice" of that or nothing we've been stuck with it for 20+years.
How come the plan to remove the buffer spring?
 
Removing the buffer spring would mandate manually pulling the carrier back to allow you to reload without having to lock the bolt carrier back, eliminating another step, since the magazine follower pushes the bolt release up to catch the bolt on the last shot and my lower has no provisions for a magazine at all.

Much differentness since the only "lowers" I've seen have been "normal" for magazines.
I guess (don't know) that there might (or might not) be an issue going into battery with a dirty chamber but since it's on a match gun that's unlikely...although not impossible.
Hopefully it does not become a compulsory modification for you.
 
RonS, I have been hunting in PA for a few years with a disabled AR. I had Compass Lake send me a Krieger without the gas hole drilled. PA Game Commission states that it is legal if it can't be easily converted to semi-auto in the field.
 
I think removing the buffer and sping might be possibly going into the dangerous side of things.I would just use the lightest spring you could buy and leave it alone.
 
For those out there that are shooting AR's without the gas port does this increase felt recoil? Does it make cleaning easier? If you reload, can you neck size only?
