Anyone familiar with Stiller Scout actions as sold by PTG?

As the title states, PTG is selling a stiller action starting at $639 and upgradable. Considering that a stiller predator is $1000 what am I missing?
 
Since the Stiller Scout is not listed on Stiller's website, I'd call them and ask.
