Anyone experience excess copper with uni-throater?

I have a 284 Shehane chambered and uni throated New barrel ,button, 1 1/4" STR, 30" lg, after 300 plus rounds thru it still gives excessive copper fouling, Im wondering if the throating reamer could cause this or just a bad barrel. I would think any machine marks from the throater would be burnt off by now. I have taken copper removal recommendation by the barrel maker. Still the 5 grooves fill up with copper the whole length of the barrel, barrel maker has offered me new barrel which I will take him up on. Looking thru a bore scope the barrel looks fine, can't figure out why such fouling. It took a lot of foulers to settle in and did give poor verticle. I won't mention the barrel maker at this time. Even though I'm getting a new barrel I would like to hear your thoughts as to the possible cause.
 
Posted on this forum a few times previously. Take a bore brush and put a small amount of 0000 steel wool on it. Chuck the brush in a hand drill and polish the throat. Clean your barrel and you are good to go.
